AI-drafted bills are swamping the House office that writes US laws

Congressional staffers and outside groups increasingly use Claude and ChatGPT to draft bills, forcing the House Office of Legislative Counsel to spend more time correcting AI-generated text than writing from scratch. In the 118th Congress the office prepared 30,494 bills and 21,484 amendments, while its staff grew 59% but average experience fell 22%. AI errors misclassify tax provisions, omit entities such as DC and tribal nations in definitions, and cite incorrect statutes, creating thousands of bugs in the legal system.
