CI jobs artifacts should not be difficult

DSCI’s Job Artifacts treat any file placed in the ~/artifacts directory as a pipeline-wide artifact, automatically making it available to subsequent jobs. A job can create an artifact with a simple write command, and later jobs can read it via standard file-access code, while deleting the file removes it from the buffer.
