Emacs Bedrock 2.0

Bedrock 2.0 is a minimal Emacs starter-kit that now requires Emacs 31 and drops compatibility with Emacs 29, adding lexical-binding, automatic use-package installation, embark-auto-prefix-help-mode, a built-in grep-change-to-grep-edit mode, enhanced tree-sitter, improved isearch, auto-updating *Completions* buffer, and repeat-mode enabled by default. It retains a plain early-init.el and init.el structure, with third-party package configs in an extras/ folder, and includes fixes for theme colors, startup message suppression, and assorted minor improvements.
