Gitea 28.0.0 Is Released

Gitea 28.0.0 drops the 1.x prefix, introduces audit logging, bot accounts, HTTPS deploy tokens, admin impersonation, code-owner approval rules, diff file filters, and an Actions queue view, and includes security fixes. Breaking changes require Git 2.25+, remove 32-bit x86/gogit builds and armhf Snap, rename download binaries, and enforce an internal proxy for Git network operations with new EGRESS_MODE settings. Completed Actions runs are deleted after 400 days unless retention is set to zero.
