ICE Has a $2M Contract for Spyware That Can Hack Phones Without a Click
Graphite, a commercial spyware developed by Paragon Solutions, can infiltrate smartphones via zero-click exploits that exploit flaws in message-handling processes, allowing it to read WhatsApp, Signal and iMessage content without user interaction. ICE has a $2 million contract for the tool, which has been linked to surveillance of journalists and immigration activists across Europe, including confirmed infections on Android and iPhone devices in 2024-2025.
