Scaling Golang CI by Replacing actions/setup-go

CloudX replaced GitHub’s actions/setup-go with the open-source cloudx-io/setup-go, cutting parallel Go CI job runtimes by 69%. The default action performs 86% unnecessary work, loading stale cache values and causing parallel jobs to interfere. The new setup-go uses a more efficient cache strategy, improving build and test speeds for moderately complex Go projects.
