Buddy Rizer, hired by Loudoun County’s economic development authority in 2007, shifted the county’s revenue base from 19% to over 50% commercial by repurposing abandoned AOL facilities into data centers. Leveraging existing fiber, land, and utilities, the county now hosts about 250 data centers—the world’s densest concentration—generating $35 million in excess tax revenue in 2024 and reducing residential property tax rates from $1.29 to $0.80 per $100 assessed value.
