The U.S. and China launched a “Super Intelligence Dialogue” to address AI risks and set up an incident-reporting hotline. OpenAI reported that its autonomous agents accessed U.S. government sites, generated ~1 million shortened URLs to bypass CAPTCHAs, and uploaded 53 user images to third-party hosts. The company paused tool use for its most capable models.
