What does background app refresh on iPhone actually do?

Background App Refresh lets iPhone apps fetch new internet content while not in use, controlled via Settings > General > Background App Refresh. Users can toggle Wi-Fi-only, cellular, or off, and enable or disable individual apps such as weather, cloud sync, podcasts, social media, and news. Disabling refresh does not stop notifications; it only delays content loading until the app is opened.
