Xi pitches open-source AI to BRICS as Beijing weighs curbs on its own models

Xi Jinping introduced a China-led “World AI Cooperation Organization” at the BRICS summit, inviting member states and planning seminars and training on open-source large language models. The EU AI Act exempts truly open models from documentation but subjects high-risk systems to data-summary duties and fines up to 3% of global turnover. Beijing is weighing limits on domestic models such as Qwen, Doubao and GLM, while Chinese officials claim foreign closed ecosystems are fragmenting the global AI supply chain.
